The Philippine Partnership for the Development of Human Resources in Rural Areas (PhilDHRRA) has commenced the documentation process of the Open Government Partnership (OGP) localization project on July 21, 2025, at Plaridel, Bulacan. Welcomed by the officials of LGU in Plaridel, PhilDHRRA’s National Coordinator, Ms. Katlea Itong, led a discussion highlighting the project’s objective, adhering to the core OGP principles, namely, transparency, accountability, and citizen participation.

PhilDHRRA’s visit to Plaridel is the first of a series of documentation activities for 19 selected Local Government Units (LGUs) in Region 3, targeting to capture stories and best practices at the grassroots level. As a Third-Party Monitor (TPM) agency, PhilDHRRA contributes to achieving the OGP’s localization goal, led by the Caucus of Development NGO (CODE-NGO), amplifying community voices and fostering stronger, more responsive governance.
