Agrarian Reform Learning Exchange in the Philippines

Four government representatives from Indonesia’s Land Management Board together with representatives from InDHRRA and API (Aliansi Petani Indonesia) came to the Philippines last October 16-24, 2003 for a learning visit focusing on how to make agrarian reform work through tripartite partnership. They met with the Department of Agrarian Reform Secretary Roberto Pagdanganan as well as with former DAR Secretary Ernesto Garilao who both shared with them, among others, the various benefits of employing partnership as a strategy to fast- track AR implementation.
They visited agrarian reform communities pursuing different models of AR in Bukidnon and Davao and exchanged notes with local NGOs, POs and DAR officials. The exposure team plans to hold an AR consultation with various stakeholders upon their return to Indonesia. The Indonesian government participants expressed appreciation on the roles played by NGOs and POs to make AR work. PhilDHRRA and AsiaDHRRA hosted the exchange visit.
